Interconnection Services
Interconnection services, including colocation services, are provided based on a commercial interconnection agreement between Telekom Romania and providers of electronic communication network and services, that have the right to operate in the market. They are based on The Reference Interconnection Offer.
Interconnection services – includes a wide variety of options, in accordance with customer’s needs:

Physical interconnection (Meet me Rack) - provides direct interconnection between customer’s equipments using the infrastructure of the network:

Meet Me Rack: direct interconnection in the same colocation space

Extended Meet Me Rack: direct interconnection when at least a client is not hosted in colocation

Virtual Interconnection – provides point-to-point/multipoint connectivity, using an active equipment for cross connect function:

Virtual Meet Me Rack: offers a point-to-point/ point-to-multipoint in the same Neutral Colocation Center, using the function cross-connectors.

Virtual Meet Me Room: provides point to point /point to multipoint connectivity between two different Neutral Colocation Centers, using cross connect function and the network.

Reference Interconnection offer (ORI) represents the base of a commercial interconnection agreement between Telekom Romania and providers of communication services, that own the right to interconnect.
This document was prepared based on ANCOM’s decision no. 147/2002 with the subsequent amendments, and the updates according to ANCOM’s decisions no. 366/2014 and no. 37/2018.

Unbundled local loop access
Supplying the unbundled local loop services at the local loop, including the colocation services, is made on a commercial access agreement signed between Telekom Romania and operators of electronic communication network, and providers of electronic communications services, based on a Reference Offer for Unconditioned Access to the Local Loop (ORA).
The Reference Offer for unbundled local loop access (“ORA) represents the base of the commercial agreement access between Telekom Romania and operators of public communication networks or providers of electronic communication services.
According to the Romanian legislation, and without affecting the terms of any valid access agreement, Telekom Romania has the right to amend ORA according to the decisions issued by The National Authority of Regulation in Communications (ANRC).
This document was prepared according to the decision no. 366/2014 of ANCOM’s President.
The Standard Agreement for Access is a standard agreement prepared in accordance with the Reference Offer for unbundled local loop access (ORA), which allows operators of public networks and providers of communication services to select products, services and facilities for obtaining the unconditioned access to local loop.

Colocation Services
Colocation services are designed for licensed operators of public communication networks that decide to host their specific equipments in Telekom Romania’s space, in order to have access at Telekom Romania’s public fixed telephony network.
Colocation services based on the Reference Interconnection Offer
These services are detailed in the main body of the offer documentation and in the Standard Interconnection Agreement and are the following:
1.Physical Colocation inside Telekom Romania's building:

In cage for a standard rack
2.Physical Colocation outside Telekom Romania's building
3.Virtual Colocation inside or outside Telekom Romania’s building, without permitting co-locator’s staff access to the interconnection equipments. Telekom Romania’s experts maintain the equipment on behalf of the co-locator
The provided colocation services do not exclude the possibility of the provisions of different colocation products based on bilateral agreements.
Colocation services based on the Reference Offer for unbundled local loop access
These services are detailed in the offer documentation and the Standard Access Agreement, and are the following:
1.Physical Colocation inside Telekom Romania's building

Physical Colocation in separate spaces - Segregated colocation – where co-locator’s equipments are situated in a space dedicated to him, with direct access from outside Telekom Romania's building;

Physical Colocation in common spaces – the co-locator’s equipments are in the same space with Telekom Romania’s or other co-locators equipment;

Virtual Colocation inside Telekom Romania's building without permitting co-locator’s access to the equipments these being operated and maintained by Telekom Romania personnel.
2.Physical Colocation outside Telekom Romania’s building – in the operator’s space or in a space rented from a third party
The colocation services offered by Telekom Romania do not exclude the possibility of the provisions of various colocation services, based on bilateral agreements.
